Downstream Supply Chains in Refining and Petrochemical
Refining and petrochemical companies are adjusting to the pressures of decarbonization, trade shifts, and evolving market realities. This session will offer an opportunity to examine how the energy transition might affect supply chains in both refining and petrochemicals, including potential risks and mitigation strategies. 

Key questions central to this issue include: How resilient are legacy energy supply chains? How do regional differences influence supply chain flexibility? How are long-cycle and short-cycle investments evolving in response to policy and capital market pressures? How should we interpret demand signals in a world undergoing structural change

Horace Hobbs has spent the past four decades in the downstream energy industry as an engineer, consultant, and executive.  Presently, he provides C suite and ministerial level advisory on topics that require a blend of technical, commercial, and global perspective.  His consulting engagements have included M&A support, strategic, operational and commercial review, and he has also been engaged as an industry expert for resolution of significant disputes. Alfred Luaces is a Senior Consultant for Oil Markets in the Chevron Strategy organization. He develops crude oil, NGL, and refined product market views and price forecasts that help guide strategic decisions. He also advises the enterprise on the development of resilient value chain strategies. Prior to his current role, Alfred served as the Downstream & Chemicals senior strategy advisor for crude oil and refining markets. In that capacity he led study teams focused on critical downstream market developments such as Tier III gasoline, IMO Bunker Fuel Studies, and the impact of the U.S. tight oil surge on refinery conversion economics. MORE

Martha Gilchrist Moore is the Chief Economist and Managing Director for Economics and Statistics at the American Chemistry Council. Ms. Moore analyzes the impact of various policy initiatives and energy trends on the chemical industry. In addition, she produces forecasts for the economy and chemical industry. She also directs the Council's research on the direct and indirect economic contributions of the business of chemistry and the benefits to consumers. Ms. Moore has worked on chemical industry issues for more than 25 years and is an authority on the market dynamics for the chemical industry and its end-use customer industries. MORE

Harold "Skip" York is the Chief Energy Strategist at Turner Mason & Company, an energy consulting firm. He looks at strategic directions in the energy industry, with specific expertise in global oil and gas asset portfolio optimization and developing viable business models for new energy companies. He also is a non-resident fellow for Energy and Global Oil in the Center for Energy Studies at the Baker Institute for Public Policy at Rice University. MORE
