Wade Adams

Dr. Wade Adams is the Director of the Richard E. Smalley Institute for Nanoscale Science and Technology at Rice University. The Smalley Institute is devoted to the development of new innovations on the nanometer scale by coordinating and supporting nanoscience and nanoengineering research of over 90 faculty members. Some current thrusts include research in carbon nanotubes, nanoporous membranes, molecular electronics and computing, and diagnostic and therapeutic medical applications of buckyballs and nanoshells. The Smalley Institute is part of a major initiative at Rice to expand activities in nano, bio, info and enviro science and engineering, and to expand interactions with the Texas Medical Center through the Alliance for NanoHealth.

Dr. Adams retired from the US Air Force senior executive ranks in January 2002, as the Chief Scientist of the Materials and Manufacturing Directorate, Air Force Research Laboratory, Wright-Patterson Air Force Base, Dayton, Ohio. Dr. Adams was educated at the U.S. Air Force Academy, Vanderbilt University, and the University of Massachusetts.

For the past 33 years he has conducted research in polymer physics, concentrating on structure-property relations in high-performance organic materials. He is internationally known for his research in high-performance rigid-rod polymer fibers, X-ray scattering studies of fibers and liquid crystalline films, polymer dispersed liquid crystals, and theoretical studies of ultimate polymer properties. He has written more than 200 publications on these topics, including several review articles and two edited books, has four patents (one licensed), and has given over 600 technical presentations. He is a Fellow of the American Physical Society and the Air Force Research Laboratory. Dr. Adams retired from the Air Force Reserve in the rank of Colonel in 1998.



Almir Guilherme Barbassa

Mr. Barbassa was born on May 19, 1947 and he holds a bachelor's degree in Economics from Getúlio Vargas Foundation of Rio de Janeiro.


Before 1989 Mr. Barbassa worked in several financial and planning capacities, among which the establishment of the first subsidiary of Petrobras outside Brazil (in Libya); from August 1989 to September 1992 he was the Financial Manager of the American subsidiary in Houston, Texas, oversaw the establishment and consolidation of the company, which explores and produces oil and gas, trades oil products and does procurement world wide.


From April 1993 he was the Finance Director of Braspetro, the international arm of Petrobras, redirected the company by giving it a regional focus and transforming the money-losing enterprise into a lucrative one whose market value went from less than US$300 million to more than US$800 million during this period. From July 1999 to July 22, 2005 he was Petrobras's corporate finance and treasury manager and worked toward increasing the company's market value from US$10 billion to US$25 billion.


He issued with great success in 2001 the first bond with PRI (Political Risk Insurance); opening to emerging markets a new channel of raising funds at lower cost than the sovereign cost.


He is ex-Chairman of Petrobras International Finance Co., Petrobras Finance Ltd, and Petrobras Netherlands BV, the companies that carry out Petrobras's international financial activities.



Mary Barcella

Mary Barcella is Director of Global Gas at Cambridge Energy Research Associates. She has thirty years' experience in energy market, policy, regulatory, investment and geopolitical analysis, as well as macroeconomic forecasting.  She has provided consulting services to government and industry clients focusing on natural gas pipeline regulation, energy market analysis and energy modeling and statistics.  She served as managing editor for Geopolitics of Energy and is currently an editor of Energy Politics.  She holds Ph.D. and M.A. degrees in economics from the University of Maryland and a B.A. in mathematics from Vanderbilt University.  She was a founding member and National Capital Area Chapter President of the USAEE and currently serves as USAEE Vice President for Communications.



Hon. Brendan Bell

Brendan was educated at Sir John Franklin High in Yellowknife, obtained his Bachelor of Commerce at the University of Calgary and his MBA from Heriot-Watt University, Edinburgh UK.

Brendan was first elected to the 14th Legislative Assembly of the Northwest Territories on December 6th, 1999. He was appointed Chair of Standing Committee on Social Programs, Chair of Standing Committee on Rules and Procedures, and Chair of Special Committee on Conflict Process.

Brendan was acclaimed to the 15th Legislative Assembly on November 24, 2003. He was elected by Members to the Executive Council and appointed Minister of Justice and Minister of Industry, Tourism and Investment, which includes responsibility for energy, mines, tourism and support to NWT businesses. Brendan is also Chair of the Pipeline Planning Committee and a Member of the Board of Management.

Brendan is married to Jill and they have two daughters, Emily and Madison.



Randy Braud

Randy Braud, U.S. Country Controller, Shell Oil Company joined Shell in 1974 after receiving a Bachelor of Science Degree in Business Administration and Finance from Nicholls State University, Thibodaux, Louisiana.  He has supplemented his undergraduate degree by participating in Leadership/Executive Development Programs at Kellogg, Rice, and INSEAD.


His first assignment was at Shell’s Norco, La. Manufacturing Complex where he served in roles as an Accountant, Auditor and Disbursements Supervisor.  In 1977 he moved to Shell’s Ciniza Refinery in Gallup, New Mexico as Finance Supervisor.  After a two-year assignment at Ciniza, he moved to Houston and served in various roles in Chemical Products, Oil Products and Treasury during the 1980-1987 period.  He served as Controller for the Belpre Plant from 1987 to 1989. In 1989 he returned to Norco as Complex Controller and Business Services Manager.  Beginning in 1992 Randy moved to Houston to work in the Controller’s Organization and later served as Vice President Finance & Treasury Services for Coral Energy Resources L.P. In 1996 he became Manager, Transportation-Order Fulfillment for Shell Oil Products Company.  Randy assumed the role as Controller of Motiva Enterprises LLC in 1998, and served in that capacity until he assumed his current role during mid-2005 as U.S. Country Controller for Shell Oil Company.


Randy has professional affiliations with the Financial Executive Institute (FEI), American Petroleum Institute (API), Greater Houston Business Partnership (GHBP) - Vice Chairman of the Business Issues Advisory Committee, Bretton Woods Committee and the Committee for Economic Development (CED).


Randy enjoys activities with his family, raising Cavalier King Charles spaniels, reading, traveling, collecting antique slot machines, watching sporting events, hunting and fishing.  He resides in Kingwood, Texas with his wife Marilyn and has two children, Tara (27) and Dustin (24).

Lee-Ken Choo

Lee is a Senior Advisor in the Division of Energy Market Oversight, Office of Enforcement (OE) at the Federal Energy Regulatory Commission’s (FERC). He tracks and assesses physical & financial market interactions, risk, credit and capital flows. He joined FERC in October 2002 to start up the financial market assessment function at the new Office of Market Oversight and Investigation (OMOI) after some 30 years in the private sector. Lee was previously Vice President for Aquila Capital Services, which provided financing to oil & gas producers and other clients. He also served as Director, Wholesale Gas Structure Desk at Aquila. Prior to Aquila, he worked at Coastal in international gas project development and producer financing. For almost two decades, he worked in financing, derivatives, marketing, planning, engineering and project management at Enron and its predecessor, Northern Natural Gas. He started as an engineer at Sargent & Lundy, engineers for power plants. He completed the EMBA from the University of Houston, MS from the University of Illinois, and BS from the University of California, Berkeley.



Ambassador Edward P. Djerejian

Ambassador Edward P. Djerejian, the Founding Director of the James A. Baker III Institute for Public Policy at Rice University, is one of the United States’ most distinguished diplomats, credited with a career spanning the administrations of eight U.S. presidents. Ambassador Djerejian, who is also the Janice and Robert McNair Chair in Public Policy and the Edward A. and Hermena Hancock Kelly University Chair for Senior Scholars at the institute, is a leading expert on the complex political, security, economic, religious, and ethnic issues of the Middle East. Ambassador Djerejian has played key roles in the Arab-Israeli peace process, the U.S.-led coalition against Saddam Hussein's invasion of Kuwait, successful efforts to end the civil war in Lebanon, the release of U.S. hostages in Lebanon, and the establishment of collective and bilateral security arrangements in the Persian Gulf.

Prior to his nomination by President Clinton as U.S. ambassador to Israel, he served both President Bush and President Clinton as assistant secretary of state for Near Eastern affairs and President Reagan and President Bush as U.S. ambassador to the Syrian Arab Republic. Ambassador Djerejian has also served as deputy assistant secretary of Near Eastern and South Asian affairs, as deputy chief of the U.S. mission to the Kingdom of Jordan, and as special assistant to President Reagan and deputy press secretary for foreign affairs in the White House.

Ambassador Djerejian joined the Foreign Service in 1962, and his assignments included political officer in Beirut, Lebanon, and Casablanca, Morocco; he also was consul general in Bordeaux, France. He headed the political section in the U.S. Embassy in Moscow during the critical period in U.S.-Soviet relations marked by the invasion of Afghanistan. He served in the United States Army as a first lieutenant in the Republic of Korea following his graduation from the School of Foreign Service at Georgetown University. He holds a bachelor’s of science and an honorary doctorate in humanities from Georgetown University, and a doctor of laws, honoris causa, from Middlebury College. He speaks Arabic, Russian, French, and Armenian. Ambassador Djerejian has been awarded the Presidential Distinguished Service Award, the Department of State's Distinguished Honor Award, the President's Meritorious Service Award, the Anti-Defamation League’s Moral Statesman Award, and the Ellis Island Medal of Honor. Ambassador Djerejian was asked by Secretary of State Colin Powell to chair a congressionally mandated Advisory Group on Public Diplomacy in the Arab and Muslim World. The advisory group published its report October 1, 2003.

Since March 2006, Ambassador Djerejian has served as senior advisor to the Iraq Study Group (ISG), a bipartisan, blue-ribbon panel mandated by the Congress to assess the current and prospective situation in Iraq. The Baker Institute is an organizing sponsor of the ISG. He is managing partner of Djerejian Global Consultancies, LLP, and is also on several public and nonprofit boards. Recently, former President Bill Clinton invited him to serve as an Advisory Board member of the Clinton Global Initiative’s working group on Mitigating Religious and Ethnic Conflict. Ambassador Djerejian is married to the former Françoise Andrée Liliane Marie Haelters. They have a son, Gregory Peter Djerejian, and a daughter, Francesca Natalia Djerejian.

Al Escher

Al Escher leads Schlumberger Business Consulting in North and South America.  Mr. Escher has been an officer of three companies, including Booz-Allen & Hamilton, the management and technology consulting firm; a major petrotechnical software provider; and ABS Group, a global operations risk management and specialty engineering firm.  He has served on the boards of three technology companies and has lectured on business strategy and entrepreneurship for the MBA programs at the University of Texas and Rice University.  He started his career with Texaco, working in field operations, field development planning, well testing and reservoir simulation.  Mr. Escher holds a BSE from Princeton University, an MS in Petroleum Engineering from the University of Southern California, and an MBA from the Kellogg School at Northwestern University.



Javier Estrada

Mr. Estrada has 25 years of international experience in the sector energy. After concluding Business Administration studies at the Universidad Iberoamericana (1978) in Mexico City, he made post-graduate degrees in Public and International economics at the University of Paris-Naterre (1982).

Mr. Estrada lived 14 years in Norway where he worked as director of Energy Market Studies at the Norwegian School of Management, at the Fridtjof Nansen Institute and in Saga Petroleum. For the latter he was placed in the USA to lead the company’s LNG exports negotiation team.

Following the publication of several books and articles on energy and environmental matters (i.e. Natural Gas Markets in Europe and the Environmental Challenges Confronting the Oil Industry), in 1996 Mr. Estrada was named Commissioner of the Energy Regulatory Commission (CRE) by the President of Mexico doe the period 2006-2002. AT the CRE, Mr. Estrada was responsible for establishing regulations to allow private investors to participate in the transportation, distribution and storage of natural gas in Mexico. He lead the CRE’s works to grant the 21 natural gas distribution permits presently awarded in Mexico, as well as for the sale of the corresponding Pemex assets in the concessioned areas. Mr. Estrada was the promoter of the regulation that today allows the importing of LNG in Mexico. He also participated in different inter-ministerial committees for the analysis of present and future fuel supply requirements in the country. 

In 2003 Mr. Estrada began consultancy activities and in 2004 he established ANALÍTICA ENERGÉTICA S.C. The clients include national and foreign as well as state and private companies, interested in topics related with petroleum E&P, midstream and downstream natural gas, LNG, power generation as well as tasks in the areas of economics, strategy, regulations, business plans, environmental topics and training. His company has done works for Mexican state energy agencies on the establishment of a Petroleum E&P regulatory agent, and for the national electricity utility on LNG regulations. Mr. Estrada is also Mexico’s country manager for INTSOK, the Norwegian association of 150 oil industry suppliers. Mr. Estrada is permanent member of the Board of the Mexican Association for Energy Economics. He is also invited lecturer on energy regulation at the Universities of Houston and of Florida in the USA and Colegio de Mexico, CIDE, and ITAM in Mexico.



R. Dean Foreman

Dean is the Senior Economist in ExxonMobil's Corporate Planning Department, focused on long-range global economic and energy market assessments.  Prior to joining ExxonMobil in 2002, Dean was Director of Economics and Competitive Analysis for Verizon Corporation.  He holds a Ph.D. degree in economics from the University of Florida and has broad experience in corporate planning, regulatory, antitrust and forecasting.  Dean's research interests include applied industrial organization, international and regulatory economics.  He has published articles in several professional journals, including the Journal of Economics and Business, Journal of Regulatory Economics, Information Economics and Policy, and Telecommunications Policy.  Dean enjoys activities with his family, racquetball and motorsports.  He resides in Coppell, Texas, with his wife Charlotte and two children, Ian (7) and Jeanette (3).

Mariano Gurfinkel

Dr. Gurfinkel's main area of interest is the development and implementation of technology for unconventional resources, with special focus on producing and handling heavy oil.  At the CEE, Dr. Gurfinkel serves as the team leader for liquefied natural gas research and outreach in addition to working on unconventional resources. 


Before joining CEE, Dr. Gurfinkel was responsible for the establishment of the Center for Energy and Technology of the Americas at Florida International University with support from the US Department of Energy.


Prior to CETA, Dr. Gurfinkel led technology development efforts on heavy oil at the research and development center of PDVSA. 


Dr. Gurfinkel holds 3 patents, Ph.D. and M.S. degrees in mechanical engineering from the Massachusetts Institute of Technology and a B.S. degree with honors in mechanical engineering from Universidad Simon Bolivar, Venezuela.



Peter Hartley

Peter Hartley grew up on a farm in Australia, roughly 500 miles (800 kilometers) north of Sydney. In 1974, he completed an honours degree at the Australian National University, majoring in mathematics. He worked for the Priorities Review Staff, and later the Economic Division, of the Prime Minister's Department in the Australian Government while completing a Masters Degree in Economics at the Australian National University in 1977. He obtained a Ph.D. in Economics at the University of Chicago in 1980. From 1980 to 1986 he was an Assistant Professor of Economics at Princeton University. He moved to Rice University as an Associate Professor of Economics in September 1986 and was promoted to a Full Professor in 1993. He was chair of the Department of Economics at Rice University from 2000 to 2005.

Peter has worked for more than 25 years on energy economics issues, focusing originally on electricity, but including also work on gas, oil, coal, nuclear and renewables. He wrote on reform of the electricity supply industry in Australia throughout the 1980s and early 1990s, and advised the Government of Victoria when it completed the acclaimed privatization and reform of the electricity industry in that state in 1989. The Victorian reforms became the core of the wider deregulation and reform of the electricity and gas industries in Australia.

At Rice University, Peter has worked on energy economics with the James A. Baker III Institute for Public Policy. Apart from energy and environmental economics, Peter has published research on theoretical and applied issues in money and banking, business cycles, and international finance.



William F. Hederman

William F. Hederman is the executive director of Morgan Lewis Energy Resources Group, an affiliated group performing nonlegal professional services for the firm's clients. Here, he has helped clients develop and implement FERC compliance programs, including training for executives, traders, and others. He also advises clients on energy market, policy, and corporate governance and strategy matters.

Prior to Morgan Lewis, Mr. Hederman was the founding director of the Federal Energy Regulatory Commission's (FERC's) Office of Market Oversight and Investigations. There, he developed an energy market intelligence and law enforcement capability to help the nation recover from the California energy market chaos and to prevent further Enron-like abuses. His career has focused on the interaction of competition and regulation, and on the financial effects of market regulation. His prior experience, in both business and government, offers energy clients insights into the development of compliance programs and internal audit procedures that will closely align with their business objectives and will satisfy FERC's regulatory requirements.

Prior to joining FERC, Mr. Hederman served as vice president of business development and strategic initiatives at a leading energy transmission corporation, as a consultant to the energy and finance industries and as the executive director for an International Energy Agency technology center.

Mr. Hederman has spoken to audiences throughout the world on energy market issues and opportunities, has authored more than 100 professional papers, and has lectured at many leading universities, including Harvard, Stanford, Northwestern, and Yale. He has been cited by US News, National Public Radio's All Things Considered, and Business Week, as well as hundreds of citations in many energy trade press publications.



Jim Hertlein

Jim Hertlein entered the practice of executive search consulting following sixteen years in private industry in human resources and line operations management positions. His practice has concentrations in the energy and process industries and a focus on high technology enterprises. Mr. Hertlein has deep insight into the composition and performance expectations for all traditional functional positions in corporate organization structures, as well as those unique to the global energy and chemical process industries.

His twenty-three year career with Schlumberger, Ltd. began in field engineering in the Wireline Services Group. Assignments in several European countries and in North Africa were followed by a blend of successively more responsible positions in human resources and line management for which he was resident in the United States, Europe, and in the Middle East and Asia.

In 1990, Mr. Hertlein was named Vice President of Human Resources of Applicon, Inc., a $100M CAD/CAM software subsidiary of Schlumberger, Ltd. Operating from the company's headquarters in Ann Arbor, Michigan; he traveled extensively internationally and contributed actively to the revitalization of Applicon's business worldwide.

A native of the United Kingdom, Mr. Hertlein resided in southern England.  He received a Bachelor's degree in Physics from the University of Nottingham in 1971.



William Hogan

William W. Hogan is Raymond Plank Professor of Global Energy Policy at the John F. Kennedy School of Government, Harvard University.  He is research director of the Harvard Electricity Policy Group (HEPG); director of the Repsol YPF-Harvard KSG Fellows Program in Energy Policy; and chairman of the Doctoral Programs in Public Policy and in Political Economy and Government at the Kennedy School of Government.  Professor Hogan also serves as director of LECG, LLC.

Professor Hogan's primary research interests have focused on energy policy.  For more than a decade, he has been actively engaged in the design and improvement of competitive electricity markets in many regions of the United States and around the world.  He has worked to design the market structures and market rules by which transmission system organizations coordinate bid-based markets for energy, ancillary services, and financial transmission rights.

Professor Hogan has been the recipient of honors and awards for distinguished public service.  Currently he serves on the editorial boards of the Journal of Regulatory Economics, Energy Economics, and The Electricity Journal.  He has been a member of the faculty of Stanford University where he founded the Energy Modeling Forum (EMF), and he is a past president of the International Association for Energy Economics (IAEE). Professor Hogan received his undergraduate degree from the U.S. Air Force Academy and his PhD from UCLA.



Hillard G. Huntington

Hillard G. Huntington is the Executive Director of the Energy Modeling Forum (EMF) at Stanford University, where he conducts studies to improve the use of modeling for understanding energy and environmental markets.  The EMF received the Adelman-Frankel Award for outstanding contributions to energy economics from the United States Association for Energy Economics in 2004. 

Dr. Huntington is a Senior Fellow and past President of the United States Association for Energy Economics, past Vice President for Publications for the International Association for Energy Economics, and a Life Member of Clare Hall at the University of Cambridge (United Kingdom).  He has served on various national and international panels, including the National Petroleum Council, a joint US-Russian National Academy of Sciences Panel on Energy Conservation Research and Development, and the American Statistical Association's Committee on Energy Statistics. He received a B.S. from Cornell University and a Ph.D. in economics from the State University of New York at Binghamton.



Vincent Kaminski

Vincent (Vince) Kaminski is an Adjunct Professor at the Jesse H. Hones Graduate School of Management at Rice University. He is the former managing director of Citadel Investment Group L.L.C., responsible for the development of mathematical models used for valuation and risk management of energy related transactions, as well as for fundamental research of energy commodity markets. Vince was the head of the quantitative modeling group at Enron Corp. from 1992 till 2002. Previously, he was a vice-president in the Research Department, Bond Portfolio Analysis Group, of Salomon Brothers in New York. Vince holds an MS degree in international economics, a Ph.D. degree in theoretical economics from the Main School of Planning and Statistics in Warsaw, Poland, and an MBA from Fordham University in New York. He is a recipient of the 1999 James H. McGraw award for Energy Risk Management (Energy Risk Manager of the Year). His recent publications in the risk management and commodity options pricing area include: Managing Energy Price Risk, Risk Books, London 1999, second edition, editor and coauthor; "The Challenge of Pricing and Risk Managing Electricity Derivatives" in The US Power Market, Risk Publications, London 1997, author; and Energy Derivatives: Pricing and Risk Management, Lacima Publications, London 2000, coauthor.



Edward Kelly

Edward M. Kelly is a recognized authority on the North American energy industry, with focused expertise in the natural gas midstream, energy markets and regulatory issues, and energy business strategies.  Mr. Kelly leads major consulting engagements for Wood Mackenzie’s Americas Gas and Power consulting group, contributes to the research product, and integrates insights from Wood Mackenzie’s World Oil, North American Gas and Power, and Global LNG practices for the benefit of Wood Mackenzie clients. In the course of his career Ed has advised many North American and international energy companies on business strategy for the North American energy market, and on the effects of global energy market forces on the North American energy industry and marketplace.  His advisory experience has also included numerous state governmental and regulatory bodies as well as utilities, producers, and gas pipeline and storage companies.  In addition, he has provided expert testimony and testified before both US and Mexican congressional energy committees on natural gas regulatory and market issues.

Prior to joining Wood Mackenzie, Ed was Director of Research, North American Natural Gas with Cambridge Energy Research Associates (CERA), where he was responsible for developing the key market outlook and leading that team’s strategy engagements and key research studies. Previously, he worked for Panhandle Energy (now Spectra Energy)  pipelines’ market analysis and storage development areas, and for Tennessee Gas Transmission as a senior analyst in both the economic analysis and strategic planning groups.  Ed holds a BA in economics from the University of Chicago and an MBA in finance from the University of Texas at Austin, and is based in Houston.



Monte C. King

Monte King is the Manager of Workforce Development for Shell Oil Company.  His responsibilities include developing strategies for meeting the company’s  Engineering/Technical and Operations/Crafts talent needs across the US.

A graduate of University of Iowa, Monte has over 25 years of service with Shell.  His past assignments have included Human Resources and management roles in pipeline, chemicals, exploration and production, mining, oil products, and head office.

Monte also serves as:  Chair of the American Petroleum Institute (API) Workforce Committee, leading partnership efforts of the energy industry with education and the public workforce system to jointly address US workforce challenges; Chair of the Rockies Energy Workforce Collaborative, a 5 state workforce collaborative including industry, education, government, and economic development leaders to [pro-actively address business growth and future workforce needs of the region; and Co-Chair of the Workforce Committee of Greater Houston Energy Collaborative (GHEC) to develop collaborative workforce solutions to help position Houston and Texas as the Energy Capital of the Future.



David H. Knapp

David Knapp is Senior Editor, Global Oil Markets, Editor of Oil Market Intelligence and Co-Editor of the Energy Intelligence Briefing Service. He also serves as Managing Director of Energy Intelligence Research.

Before joining Energy Intelligence in late 2000, Dr. Knapp was Head of the International Energy Agency’s Oil Industry and Markets Division and Editor of the IEA’s Monthly Oil Market Report during much of the 1990s.

He has analyzed energy markets for over 30 years in the international, government, business and financial sectors. For 11 years, he served as Energy Economist and Energy Team Leader for the prestigious Wall Street banking and investment firm of Brown Brothers Harriman & Co.

Following the Arab oil embargo, he worked at the Federal Energy Administration and the Department of Energy in Washington and Chase Manhattan Bank’s Energy Economics Division in New York.

Dr. Knapp holds a Ph.D. in Economics from the University of California at Santa Barbara and is a member of numerous professional organizations in the energy area. He is an Advisory Board member for the New York Energy Forum, a Charter Member of the International Association For Energy Economic and a Senior Fellow of the U.S. Association for Energy Economics as well as serving on the Advisory Board of the Geopolitics of Energy.

Knop is Economic and Planning Consultant for the Gas Pipeline Group at Williams Companies.  Prior to joining Williams he was Staff Economist at Shell Oil Company.  Mr. Knop has extensive experience in forecasting, policy analysis, planning, and strategy design and implementation at leading energy corporations, and has also taught economics at major universities. 

Mr. Knop is a member of the Business Research Advisory Council of the U.S. Department of Labor and a Director of Peoples Trust Federal Credit Union.  He received Ph.D. and M.S. Degrees in Agricultural Economics from Oklahoma State University and Southern Illinois University, respectively.



Hans R. Konow

Hans R. Konow was appointed President and Chief Executive Officer of the Canadian Electricity Association (CEA) in October 1994.  As President of CEA, Mr. Konow acts as spokesperson on issues of national concern to the electric utility industry.


Mr. Konow joined CEA in 1982 as Director of Public Affairs.  In 1991, he was appointed Vice President of Public Affairs and enhanced the association's presence at the federal level by opening CEA's Ottawa office.  In 1993, Mr. Konow returned to Montréal to assume additional duties, including responsibility for CEA's Customer Service Division.


Prior to joining CEA, Mr. Konow worked as a consultant in marketing and international trade before joining the federal government's Anti-Dumping Directorate in 1976 and later, the Electrical and Electronics Branch of Industry Canada.


Mr. Konow sits on a number of Boards and has represented the industry in a wide variety of national and international forums including the Energy Council of Canada, the North American Electric Reliability Council (NERC), the Standards Council of Canada, the Energy and Plastics Strategic Advisory Group on International Trade (SAGIT), the National Business Associations Roundtable, and CEA Technologies Inc.  Mr. Konow is also a member of the Steering Committee and Past Chair of the Energy Dialogue Group (EDG), which is comprised of 19 energy associations active on broad energy policy matters.


Mr. Konow is a frequent speaker on electricity industry matters and lives in Montréal, Québec and has two children, Julia and Nicolas.

Skip Laitner

John A. “Skip” Laitner is the senior economist for technology policy for the U.S. Environmental Protection Agency (EPA) office of Atmospheric Programs, a position he has held since 1996.  In that capacity, he was awarded EPA’s 1998 Gold Medal for his work with a team of other EPA economists to evaluate the impact of different strategies that might assist in the implementation of greenhouse gas emissions reduction policies. Author of more than 150 reports, journal articles, and book chapters, Laitner has more than 30 years of involvement in the environmental and energy policy arenas. He has a master’s degree in resource economics from Antioch University in Yellow Springs, Ohio.



Dave Larson

Dave Larson is Chief Economist for PFC Energy's Country Strategies practice. He is responsible for coordinating all economic and political work carried out at PFC Energy with particular emphasis on global structural changes affecting the investment environment in the energy industry. Dave is also a frequent contributor to the Market Intelligence Service.

Before joining PFC Energy, Dave was a vice president at GE Capital's Structured Finance Group, where he helped implement an internal country risk management system. Dave came to GE Capital from Moody's Investors Service, where he worked for a number of years as a vice president/senior analyst in the sovereign risk department.

Dave holds an M.B.A. in Finance from the University of Wisconsin, Madison and a B.A. in History from Lawrence University. Dave is fluent in French and Turkish, has a good working knowledge of Russian and Arabic, and has lived and worked for several years in the Middle East.

Keith Little

Keith Little, President, Sabine Pass LNG-GP, Inc.  Mr. Little is the business manager for Cheniere Energy Partners’ Sabine Pass LNG terminal. Prior to joining Cheniere in 2005, Mr. Little worked for more than 20 years for ConocoPhillips in a variety of business development, finance and strategic planning roles in the upstream, downstream and corporate sectors. His business development work focused on midstream gas and power projects in the U.S. Gulf Coast, the North Sea and emerging markets such as Venezuela, Trinidad and Nigeria.  Mr. Little led ConocoPhillips’ participation in the Freeport LNG project, in which Cheniere Energy holds a 30% limited partner interest.  Mr. Little received a B.A. in math and economics from Swarthmore College and an MBA with a concentration in finance from the University of Chicago.



Kenneth Medlock

Kenneth B. Medlock III is currently a Fellow in Energy Studies at the James A Baker III Institute for Public Policy and Adjunct Assistant Professor in the Department of Economics at Rice University.  He is a principal in the development of the Rice World Natural Gas Trade Model, which is aimed at assessing the future of LNG trade.  Medlock’s research covers a wide range of topics in energy economics, such as domestic and international natural gas markets, choice in electricity generation capacity and the importance of diversification, gasoline markets, energy commodity price relationships, transportation, modeling national oil company behavior, economic development and energy demand, forecasting energy demand, and energy use and the environment.  Medlock’s research has been published in academic journals, book chapters, and industry periodicals.  Recent contributions include “LNG Trading Evolves” in the Fundamentals of the World Gas Industry (Petroleum Economist, 2006), and “The Baker Institute World Gas Trade Model” and “Political and Economic Influences on the Future World Market for Natural Gas” in Natural Gas and Geopolitics: 1970-2040 (Cambridge University Press, 2006).  He won the International Association of Energy Economics Award for Best Paper of the Year in the Energy Journal in 2001 (joint with Ron Soligo).  Medlock has also spoken at multiple academic and professional conferences on energy issues.  For the Department of Economics, Medlock teaches courses in Macroeconomic Theory and Energy Economics.

Prior to returning to Rice, Medlock held the position of corporate consultant at El Paso Energy Corporation, where he was responsible for fundamental analysis of North American natural gas, petroleum, and power markets.  Medlock also served as the lead modeler on the Modeling Subgroup of the National Petroleum Council for 2003 study of long-term natural gas markets in North America, and was a contributing author to the California Energy Commission’s and Western Interstate Energy Board’s Western Natural Gas Assessment in 2005.  He is also participating in the 2006 National Petroleum Council Global Oil and Gas study.  From May 2000 to May 2001, Medlock held the MD Anderson Fellowship at the Baker Institute.

Medlock holds a PhD in economics from Rice University.  His areas of specialization are in the fields of energy economics and policy, with interests in environmental economics, applied econometrics and applied microeconomics.



Fareed Mohamedi

Fareed Mohamedi is a Partner and Head of the Markets and Country Strategies practice, which houses PFC Energy's expertise in country risk and petroleum sector policy. The team produces a number of subscription and retainer services (the Market Intelligence Service, the Petroleum Risk Manager, the Iraq Advisory Service and the Russia and Caspian Service), as well as consulting projects tailored to specific client needs.  Fareed also works closely with PFC Energy's economics team, and is an expert on national oil companies and the challenges they face.

Fareed has been at PFC Energy since 1990.  Between 1996 and 1998, he led the company's market analysis and country risk teams.  He left the company briefly in 1998 to join Moody's Investors Service, where as Vice President/Senior Analyst he was the lead country analyst for a number of petroleum and gas producing countries, including Saudi Arabia, Iran and Kazakhstan.  Fareed returned to PFC Energy again in 2000 as Chief Economist.


Before joining PFC Energy, Fareed worked as an economist at the Institute of International Finance in the Middle East and Asia departments, at the World Bank's Africa department, at Wharton Econometrics Forecasting Associates' Middle East service and at the economic research section of the Ministry of Finance and National Economy in Bahrain.


Fareed holds an M.A. from the School of Foreign Service at Georgetown University and a B.A. in Economics from Western Michigan University.




Peter Nance

Peter K. Nance is the Senior Principal for TERA and is an executive with over 15 years of experience serving the energy industries. He directs and conducts research into energy price risk management issues, demand and supply side issues, and trading issues with a focus on short- and medium-term factors. His experience includes substantial work in the renewable fuels are, especially with bio-diesel, and in electricity generation, transmission, and distribution issues related to wholesale and retail energy sales.  Clients include numerous insitutional and corporate firms, as well as UNDP and the World Bank.  His work is particularly concerned with the relationship between financial, economic, and technology factors that influence decision making in the energy industries.

Prior to establishing TERA, Mr. Nance served as Manager of Energy Risk for the Lower Colorado River Authority (LCRA) executing transactions for a $200 million portfolio. Under Mr. Nance's initiative and direction, LCRA became a national leader among electric utilities in using energy risk management tools. This comprehensive program has been in place since 1993.

Academically, Mr. Nance  holds an M.A. degree in Energy and Mineral resources from The University of Texas, an M.B.A. degree with a concentration in finance from the University of North Carolina, and an undergraduate degree from The University of Texas. He has taught courses at the graduate and undergraduate level in project economic evaluation and environmental geology. His work has been recognized with awards from the Mining and Metallurgical Society of America. He is a member of the New York Mercantile Exchange (NYMEX) Electricity Advisory Committee and the NYMEX Coal Working Group, He has served as President of the Central Texas Association of Energy Economics, and is currently President of the USAEE.



Shirley Neff

Shirley J. Neff is the President and Chief Executive Officer of the Association of Oil Pipe Lines.  Prior to joining the Association in November of 2006,  Ms. Neff was Adjunct Lecturer and Research Scholar at the Center for Energy, Marine Transportation and Public Policy (CEMTPP)in the School of International and Public Affairs at Columbia University in New York and an advisor to Goldwyn International Strategies.  Ms. Neff was economist for the U.S. Senate Committee on Energy and Natural Resources from 1993-1996 and from 1999-2003.  While on the staff of the Committee, she was responsible for oil and gas policy, international energy security, renewable energy, climate change, and energy tax matters. 


In addition to her Senate career she has extensive private and public energy sector experience having been senior Governmental Affairs Director for Royal Dutch Shell and held a similar position at the Interstate Natural Gas Association of America.  Ms. Neff also serves on the advisory board of the Center for Energy Economics at the Bureau of Economic Geology, University of Texas at Austin.  She holds a BS in Economics from Iowa State University and a MS in Economics from the University of Wisconsin - Madison.  She is the Past President and Senior Fellow of the United States Association for Energy Economics (USAEE). 



Rod Nelson

Rod Nelson is senior vice president of Technology and Strategy for Schlumberger Limited.  In this position he manages external technology engagements and innovation globally across all business segments.  Prior to this position he was vice president of Strategic Marketing.


In previous positions, Nelson served as vice president of Marketing for products and services and president of Schlumberger Data and Consulting Services (DCS) where he directed operations of the industry’s largest data processing and geotechnical consulting organization for clients worldwide. He also served as vice president of Marketing for the Schlumberger Reservoir Management group, and vice president of Marketing and Product Development of the Schlumberger Wireline segment based in Paris.


Currently, Nelson serves on a number of boards including the Greater Houston Partnership, the Fort Bend Education Foundation, the corporate advisory board of the American Association of Petroleum Geologists and the World Oil Awards.  He also served as the Technology Chair of the 2007 National Petroleum Council Global Oil & Gas Study.


Nelson holds a bachelor’s degree in engineering from the University of Wisconsin and an executive MBA from MIT’s Sloan School of Management.  He joined Schlumberger as a wireline field engineer in 1980.



Neelesh Nerurkar

Neelesh is an economist on BP's group economics team. He analyzes developments in the global oil market and contributes to the annual BP Statistical Review of World Energy. Neelesh has been with BP since 2003 and has worked on macroeconomic and natural gas research. Previously, he has carried out economic analysis at several federal agencies including the US Energy Department. He has a BA from the University of Oklahoma and an MA from Johns Hopkins University School for Advanced International Studies.



Steven Puller

Steve Puller is an Assistant Professor in the Department of Economics at Texas A&M University. He specializes in the field of Industrial Organization and has recently investigated a variety of topics in energy and environmental policy. His research on the electricity industry has focused on the impacts of restructuring policies on market competitiveness and both consumer and firm welfare. In addition to his academic duties at Texas A&M, he has served as a visiting research associate at the University of California Energy Institute and an advisor to the Public Utility Commission of Texas.



PV Krishna Rao

Krishna is Director of Quantitative Research Group at Citigroup Energy Inc which trades natural gas, electricity and crude oil. Krishna has over ten years of experience in the energy industry in the area of financial modeling and risk management. Krishna and the quantitative group at Citigroup Energy develop mathematical and computer models for valuing energy assets and structured contracts, and models for managing the risk in large portfolios of such contracts. Prior to joining Citigroup, Krishna was leading the Quantitative team in risk management group at Constellation Energy. Previously, he was a Vice President in the Quantitative Research group at Enron. Krishna holds a Ph.D. in Operations Research and Computer Science from Stanford University, an MBA in Finance from Rice University, and a Bachelors’ in Engineering from the Indian Institute of Technology at Madras, India.



Chris Ross

Chris Ross, Vice President of CRA International Inc. specializes in strategy and organization assignments in the worldwide petroleum industry, where he has 40 years of experience. He leads CRA’s firm-wide natural gas initiative. Based successively in Europe, Africa, and the United States, he has extensive global experience helping international, national and independent oil company clients develop a shared sense of strategic direction, and execute the strategies. He has also led major transformation assignments resulting in massive reductions in costs. Mr. Ross has authored many articles providing insight into important changes in the petroleum business, including virtualization, social responsibility, and the 21st century shift in shareholder value creation from Return On Capital Employed to growth. He is co-author of the book on leadership of energy companies: Terra Incognita – A Navigation Aid for Energy Leaders. Formerly, Mr. Ross was a Vice President of Arthur D. Little, and prior to that was with British Petroleum Company. He received a BS in Chemistry with Honors from London University and completed the Program for Management Development at the Harvard Business School.



Bill Sanderson

Bill Sanderson is President and CEO of Purvin & Gertz, Inc. He joined the company in 1988, and served in both the Long Beach and London offices before being elected to President in January of 2000.

His range of consulting activities include directing the firm’s crude oil valuation services, merger and acquisition assistance for petroleum-related businesses, petroleum market analysis, strategic business analysis, refinery feasibility studies, fair market valuations and pricing studies for both crude oil and refined products.

Prior to joining Purvin & Gertz, he was employed by UOP Process Division and Champlin Petroleum (now Valero Energy). While at Champlin he held positions as a Senior Process Engineer, Manager of Process Engineering and Manager of Economics and Planning. As Manager of Process Engineering, he directed the process engineering activities for the refinery including the technical support of operations and the development of refinery capital and optimization projects.

Bill graduated in 1976 from Montana State University with a B.S. in Chemical Engineering.



Kyle Sawyer

Kyle Sawyer has over 27 years of experience in the U.S. energy industry and he has spent the last six years evaluating the potential impact of LNG imports on the North American grid.  Prior to that, he focused on the analysis of North American natural gas supply issues but also performed numerous demand studies with associated projections of basis.  He served as the editor of the Transportation and Distribution Task Group for the recent National Petroleum Council natural gas study and acted as the liaison to the LNG Task Group.  Kyle has graduate degrees in Physics (Florida State University) and Business (Houston Baptist University).



William S. Scherman

William S. Scherman joined Skadden, Arps as a partner in the Energy Department after serving as general counsel for the Federal Energy Regulatory Commission for more than three years. Prior to that, Mr. Scherman had been Chief of Staff and Senior Legal and Policy Advisor for the FERC beginning in 1987.


Drawing on the knowledge and experience gained during his over six years at the FERC, Mr. Scherman provides strategic, litigation, commercial, regulatory and legislative advice to clients regarding both the U.S. and international energy markets.


During his tenure at the FERC, Mr. Scherman played a key role in a number of major deregulatory policy initiatives. He helped guide the Commission’s efforts to foster greater competition in the electric utility industry. In this connection, Mr. Scherman contributed to the development of the Energy Policy Act of 1992 and testified before Congress on numerous occasions with regard to the legislation and other energy policy-related matters.  Mr. Scherman also played a major role in developing Order No. 636, a landmark order reforming the natural gas pipeline industry.


As the FERC’s chief legal officer, Mr. Scherman also was responsible for coordinating and formulating strategy for the Commission’s litigation before various federal appellate courts.  During the last several years, Mr. Scherman has been heavily involved in several very highprofile trials before the FERC. For instance, his client El Paso Merchant Energy was vindicated by the FERC’s Chief Administrative Law Judge against allegations of market power. Mr. Scherman has also defended Entergy Corporation in several extended trials addressing cutting-edge issues. These include a six-month trial before the FERC regarding whether certain affiliated company power supply arrangements are in the best interests of the utilities’ customers.


Mr. Scherman has also been very active in legislative matters. For instance, he has played a key role in modifying the Public Utility Holding Company Act of 1935 to allow electric utilities to participate in the telecommunications industry. He is also very active in efforts to enact comprehensive energy legislation.



Freeman Shaheen

Freeman Shaheen joined Chevron Products Company as Commercial Negotiations and New Business Development Manager for Global Supply and Trading’s Supply Optimization Group in October 2005 and by October 2006 was developing the strategic groundwork incorporating Generation 1 Biofuels into Chevron’s Global Supply and Trading Business Unit.  Prior to Chevron, Freeman was with Shell/Pennzoil-Quaker State as Vice President Product Supply for the world’s largest lubricant and automotive consumer goods company and Trade-Ranger, where he served as Vice President of Business Development for the global procurement start up company.

Prior to Trade-Ranger, Freeman spent his career at Shell, Texaco and its affiliates in various capacities, including Refining, Supply and Distribution, Trading and Corporate Planning. He was manager, e-business ventures for Equiva Services (a joint venture between Shell, Texaco and Saudi Aramco); senior Gulf Coast fuel oil trader for Fuel and Marine Marketing (a Texaco and Chevron LLC); and manager, corporate initiatives for Motiva Enterprises (a joint venture between Shell, Texaco and Saudi Aramco).  Freeman began his career at Motiva’s Convent refinery, where he rose through the ranks from project engineer to supply optimization and distribution planning engineer.

He received his Bachelor and Master of Science degrees in civil engineering from Oklahoma State University.   Freeman is married and has five children.



Adam Sieminski

Adam E. Sieminski is the Chief Energy Economist for Deutsche Bank. He is currently working with the commodities research and trading unit in Deutsche Bank's New York offices, having returned in mid-2005 from three years in the London office as part of the DB Global Oil & Gas Equity Team.  Drawing on extensive industry, government and academic sources, he forecasts oil market trends and writes on a variety of topics involving energy economics, politics and prices. From 1988 through 1997, Mr. Sieminski was the senior energy analyst for NatWest Securities in the US, where he covered the major US international integrated oil companies.  From 1973-8, he was the energy specialist at Washington Analysis Corporation, an investment research group in Washington. He received both his undergraduate degree in Civil Engineering and a masters in Public Administration from Cornell University. He has testified on energy topics before the US Congress, the US Department of Energy, and the International Energy Agency, and has lectured at Oxford University and the US National Defense University. He has been president of the US Association for Energy Economics and the National Association of Petroleum Investment Analysts. He has also served as chairman of the Supply-Demand Committee of the Independent Petroleum Association, and as an advisory member of the Strategic Energy Task Force of the US Council on Foreign Relations.  He is a member of the London, New York and Washington investment professional societies, and holds the Chartered Financial Analyst (CFA) designation.



Richard J. "Dick" Snyder

Richard J. “Dick” Snyder is Vice President of Business Development at CenterPoint Energy Services, the unregulated natural gas marketing division of Houston-based CenterPoint Energy.  In this capacity, Mr. Snyder is responsible for fundamental analysis, financial trading, economic analysis and facilities planning.  Mr. Snyder began his career with Tenneco and was the officer in charge of strategic planning, domestic and international business development, and the start up of various functions and businesses.  Following the sale of Tenneco’s energy division, Mr. Snyder became a principal in Pendulum Energy with a successful domestic and international consulting practice.  Mr. Snyder later became a vice president Business Development for TransCanada International Latin America.  He served as President & COO of CenterPoint Energy Power Systems where he formulated and executed the business strategy related to CenterPoint's fuel cell development efforts.  Most recently he served as Director Business Development: Planning and Analysis for CenterPoint Energy Gas Transmission (CEGT).



Vito Stagliano

Vito Stagliano is director of research for the National Commission on Energy Policy. He was formerly a Deputy Assistant Secretary of Energy, contributing to the analysis and design of the Clean Air Act Amendments of 1990 and the Energy Policy Act of 1992. He served as Acting Assistant Secretary for Fossil Energy and as Acting Assistant Secretary for Policy and International Affairs. Stagliano was a Visiting Scholar at Resources for the Future (RFF), where he co-authored "A Shock to the System: The Restructuring of America's Electric Utility Industry," and "Energy Security in the Twenty-first Century," the latter in collaboration with the National Defense University. He authored "A Policy of Discontent: The Making of a National Energy Strategy," a history of U.S. energy policymaking.

Stagliano was a vice president of Commonwealth Edison, the Chicago electric utility, and subsequently a vice president of Calpine Corporation, an independent power generator. He has authored numerous articles and research papers on electricity policy, oil and national security and alternative transportation fuels. He has been a guest lecturer at Harvard University's JFK School of Government, Tufts University’s Fletcher School of Law & Diplomacy, College of William & Mary, Virginia Military Institute, Loyola University of Chicago, University of Chicago Harris School of Public Policy, and the Ecole Nationale Superieure of France. He is a member of the International Associations for Energy Economics and a council member of the National Capital Area Chapter/U.S. association for Energy Economics.



John Stauffacher

John Stauffacher serves as the Executive Director of the Gulf Coast Power Association, a regional power industry trade group based in Houston, Texas.  Prior to assuming his current position he was Vice President of Regulatory Affairs of one of Dynegy’s operating affiliates, representing Dynegy’s interests in the regulatory area in the Mid West and West of Dynegy Inc.  He has previously been responsible for governmental and regulatory activities for Destec Energy and Dow Chemical.  He has served on the Board of Directors of the Electric Power Supply Association (EPSA) and is past chair of its Regulatory Affairs Committee.  He has served as Chairman of ELCON, Competitive Energy Options and TIEC.  He served on the Board of both ERCOT and NERC as well as a Board member of the Midwest Independent Power Suppliers (MWIPS).  John received a degree in Chemical Engineering and Naval Science from the University of Wisconsin-Madison and a M.B.A. from Central Michigan University.



Branko Terzic

Branko Terzic is a former energy company chief executive officer, commissioner on the U.S. Federal Energy Regulatory Commission (FERC) and the State of Wisconsin Public Service Commission, as well as chairman of the State of Wisconsin Racing Board. He is an international consultant to corporations, multilateral lending agencies and governments on energy, infrastructure and network industry issues. He is Global Regulatory Policy Leader in Energy & Resources for Deloitte Services LP in the United States (Washington, D.C.). From 2001 until 2004, he was also Regional Managing Partner for the Resources, Energy & Infrastructure Practice group of Deloitte & Touche Central Europe (Prague, Czech Republic).

Active in energy and regulatory organizations, Branko was appointed in 1990 by President George H. W. Bush as a FERC commissioner to complete a remaining one-year term. In 1991 he was reappointed by President Bush to a full five-year term on the FERC. He resigned in 1993.

Branko previously was chairman, CEO and president of a major state utilities provider. Prior to that he was a managing director at another large professional services organization, group vice president of a consulting firm, partner in Terzic & Mayer and vice president of a utility services company.

A fellow of the Royal Society for the encouragement of Arts, Manufactures and Commerce (RSA) in London, he is an Associate of the Bonbright center at the University of Georgia and a member of  the Energy Advisory Board for Battelle Institute; the Center for the Advancement of Energy Markets; the Society of Depreciation Professionals; the Energy Bar Association; the Conseil International des Grands Reseaux Electriques; and the Natural Gas Roundtable.

Over the course of his career, he has been a U.S. delegate to Trans-Atlantic Business Dialogue and a frequent speaker at energy industry events and has lectured at the U.S. Department of Energy and the State Department and has been a consultant to the World Bank, the U.S. Agency for International Development and the Inter-American Development Bank. He holds a bachelor of science degree in engineering from the University of Wisconsin-Milwaukee and is a registered professional engineer in Wisconsin.



Troy Thompson

Troy Thompson is a Market Intelligence Manager with Chevron responsible for monitoring key raw material markets and surface and subsurface construction market conditions.  His area of concentration and research interests are in the oilfield service, construction engineering and metal industries.  Prior to joining Chevron, he was a Manager in Strategic Planning at Halliburton and a Market Intelligence Manager within Deloitte's Energy Practice in Houston.  He is the author of several journal articles and technical papers in resource economics.

Troy has degrees from Sam Houston State University and Texas A&M University and has completed advanced management and business training at Harvard and Rice University.

Troy is the current President of the Houston Chapter, one of the largest USAEE chapters, and has previously served as interim President, Vice President and Secretary.  In addition, he has also served on several nominating committees at USAEE and has been an active member of IAEE since 1996.



Bob Tippee

Bob Tippee is Editor of Oil & Gas Journal, a weekly trade magazine, and its web site, Oil & Gas Journal Online. Since joining the Journal in Tulsa in 1977, he has written on all aspects of the international petroleum industry, with special interest in economics, energy policy, geophysics, and the Middle East. His editorials for the magazine have won awards from the American Business Press, New York Society of Business Press Editors, Association of Petroleum Writers, and International Association of Energy Advocates. Tippee became the Journal’s chief editor in January 1999. He also was Editor-in-Chief of the 1997 through 2001 editions of the Journal’s annual affiliate, International Petroleum Encyclopedia.


Tippee is author of a book, Where’s the Shortage? A Nontechnical Guide to Petroleum Economics, and coauthor of The Natural Gas Industry: Evolution, Structure, and Economics, Second Edition. He also is coauthor and project editor of Gas and Power in the Developing World: A Systematic Look at Countries and Their Investment Needs.


A native of St. Louis, Missouri, he holds a degree in Journalism from the University of Tulsa and served as an officer in the U.S. Air Force for four years. Tippee and his wife and two daughters moved to Houston in 1990.



Mayor Bill White

Mayor White’s leadership has brought Houston together, as shown by the largest election margin in decades for a mayor of a major American city. He uses business practices every day at City Hall to improve service and get things done.

He aggressively attacked our community’s most difficult challenges, such as investment in neighborhood drainage, reform of municipal pensions, holding the line on property taxes with rate cuts, attacking crime hot spots and even faster removal of stalled vehicles to reduce wrecks and traffic congestion.

Americans witnessed Mayor White’s hands-on management style when he helped lead Houston’s competent, compassionate response to Hurricanes Katrina and Rita.

In his second term, Mayor White is accelerating work to revitalize our City’s most neglected neighborhoods, with foreclosure and new housing starts on thousands of abandoned properties. He also initiated a program to weatherize more than 1,500 homes in older neighborhoods, saving homeowners an average of 20 percent on their electricity bills.

In addition, Mayor White has aggressive programs to enforce pollution laws, reduce the flooding impact of new developments, raise high school graduation rates, and encourage more flexible working hours.

Before serving as mayor, White built one of the region’s most successful businesses. Previously he served as Deputy Secretary of Energy of the United States, where he helped diversify national energy supplies and saved taxpayers billions of dollars with management reforms. Earlier in his career, he helped build and manage one of the nation’s most successful law firms.  For decades Mayor White and his wife Andrea have helped lead numerous charitable and civic organizations. The Whites are parents of three students and attend St. Luke’s United Methodist Church.



Dean Wilde II

Dean L. Wilde is co-founder, CEO, and Managing Director of DC Energy, an investment and trading firm with a focus in energy.  Since it’s founding in 2002, DC Energy has become one of the leading financial participants in energy, and consistently ranks among the top five in the competitive marketplace.

Prior to forming DC Energy, Mr. Wilde founded Dean & Company, which provides investment and strategic advice.  They work with clients across a range of industries, but particularly in the field of private equity where they partner with Lindsay, Goldberg, and Bessemer to direct the investment of a $5 billion private equity fund.

Mr. Wilde has served on the faculty of MIT, where he taught courses in economics and strategy at the Sloan School of Management.   He is co-author with Professor Arnoldo Hax of “The Delta Project, discovering new sources of profitability in a networked economy” which is published by Palgrave, a subsidiary of Macmillan.  He has authored numerous articles for various business magazines.

Mr. Wilde started his career as a management consultant with Strategic Planning Associates where he became an Executive Vice President and served on the Policy Committee.  When his firm was sold to Marsh and McLennan to become Mercer Management Consulting, Mr. Wilde served as a Director and member of the Board of Directors and headed the Mercer’s worldwide Communications and Computing practice.

Mr. Wilde holds degrees from Iowa State University, 1978, in physics where he graduated as Top Scholar, and from the MIT Sloan School of Management, 1980, where he earned a Masters of Science in Management.



Frank A. Wolak

Frank A. Wolak is a Professor in the Department of Economics at Stanford University. His fields of specialization are Industrial Organization and Econometric Theory. His recent work studies methods for introducing competition into infrastructure industries--telecommunications, electricity, water delivery and postal delivery services--and on assessing the impacts of these competition policies on consumer and producer welfare. He is the Chairman of the Market Surveillance Committee of the California Independent System Operator for electricity supply industry in California. He is a visiting scholar at University of California Energy Institute and a Research Associate of the National Bureau of Economic Research (NBER).



Phil Wright

Phil Wright serves as president of Gas Pipeline. Before his current role, he worked as senior vice president and chief restructuring officer. Wright was named president and chief executive officer for Williams Energy Services in September 2001 after serving as senior vice president, enterprise development and planning in the energy services group from 1996-2001. In September 2001, he was named chairman of the board for Williams Energy Partners LP and served as its president and chief operating officer after being named to the position in Feb. 2001. From 1993-96 Wright served as president and chief operating officer of Williams Energy Derivatives and Trading Company. He was senior vice president and general manager of Williams Energy Ventures from 1993-94. Wright joined Williams Pipe Line Company in 1989 as vice president of marketing and transportation, where he served until 1993.  Prior to joining Williams, Wright worked 13 years for Conoco, where he served in the positions of general manager of operations for natural gas and gas products, North America; vice president of marketing for Conoco Specialty Products, Inc.; manager of downstream business development, North America; and numerous other operations, engineering and commercial management roles from 1976-1989.



Harold "Skip" York

Dr. York, an Principal of CRA International, is based in the firm’s Houston office.  With over 15 years of worldwide experience across the energy value chain, he has developed deep expertise in petroleum market economics.  He specializes in strategy, commercial optimization, and market price-setting mechanisms.  Dr. York provides guidance on a variety of market trends around hydrocarbon fuels and power generation with a focus on the dynamic impacts on inter-fuel competition by LNG penetration, emission allowance pricing, and clean coal technologies.

Dr. York’s experience leverages 10 years in strategic planning assignments in Exxon Mobil Corporation.  Dr. York held roles as the global expert on joint venture negotiation best practices, managing new business development downstream opportunities in Asia-Pacific, and leading research teams on studies of the economic impact of large-scale oil investments on the economy of Russia.

Dr. York has published papers on a wide variety of topics including LNG market dynamics, local and national economic impacts of large-scale petroleum projects, and international capital tax competition.



Charles R. Zimmerman, P.E.

Charles R. Zimmerman is currently the vice-president of Prototype and New Format Development for Wal-Mart Stores, Inc. Mr. Zimmerman is also leading the "Sustainable Buildings Network" at Wal-Mart. This network, among other things, is charged with increasing the overall energy efficiency of new and existing buildings by 20-30 percent. Prior to his current role, Mr. Zimmerman worked in the International Division for Wal-Mart Stores as Director of Design and Construction. Mr. Zimmerman has worked for Wal-Mart since 1997. Previously, he worked in both the consulting industry as well as for the Texas State Department of Highways. Mr. Zimmerman is a graduate of the University of Arkansas, a registered professional engineer, and member of the Arkansas Academy of Civil Engineers.
