The Atlanta Chapter of the United States Association for Energy Economics (AAEE) is committed to expanding the reach of energy information in both the private and public sectors of the Atlanta area. The Chapter focuses on current energy issues and research at the state, national, and international level. It provides an excellent forum to meet, network, and exchange ideas in the regional energy community.

WHAT: The theme for this meeting is "Carbon constraints: How do they affect power company planning?"

"Fleet planning" at a power company supports near-term capital investment decisions associated with the company's set of electricity generating units by looking long-term. Important current decisions involve both new plants and environmental retrofits at existing plants. New plant issues include What technology? What size? When? and Where? Retrofit issues include Which units? What technology? and When? Fleet planning addresses these questions by considering the long-term evolution of the generating fleet and the economic and regulatory environment in which it will operate. The many important uncertainties in this future economic environment include gas price, new nuclear capital cost and the stringency of any future control of CO2 emissions.

The presentation will give a succinct tour of these issues, paying special attention to how CO2 uncertainty has substantially increased the analytical needs of the fleet planning process.

George Campbell

George Campbell is President of G3 Power Consulting, LLC, and a member of UtiliPoint's new Performance-Driven Utility (PDU) Practice. He provides consulting and performance measurement services to improve wholesale electric market performance for Vertically Integrated Electric Utilities (VIEU). George Campbell has over thirty years of electric utility experience spanning Wholesale Power Marketing and Trading; Economic Dispatch of Retail Load and Generation Fleet; Electric Retail Access Markets; Bundled Retail Special Contract Pricing Negotiations; and Demand Response Programs.

George holds a Bachelors degree in Mathematics from Castleton State College and an MBA from the University of New Hampshire.

Abstract: Improving the Vertically Integrated Electric Business Model

Vertically integrated electric utilities (VIEUs) in many regions have survived because they have some inherent economic advantages over the competitive model. However, the competitive model has best practices in fuel procurement, wholesale market-based retail pricing and economic dispatch that could bring additional efficiencies to VIEUs. This presentation outlines the best competitive market practices that are adaptable to the VIEU and regulatory obstacles that will have to be overcome to facilitate them.

The presentation explains how Integrated Resource Planning (IRP) should evolve to attain a more competitive-like electric market design that achieves the highest attainable level of economic efficiency. It also describes the strengths and weaknesses of competitive procurement processes for new VIEU generation resources. In addition, the presentation describes the need for developing a set of VIEU Efficiency Principles that will allow the FERC to balance efficiency and the fostering of wholesale competition.

Price volatility and demand response are hot topics in all areas of the energy sector after the rollercoaster we saw in commodity prices this past year. We are excited to have Freddy Cardozo as our featured speaker on this topic for our upcoming meeting.

Below is a brief summary of the topic and biography of our speaker.

Demand response and Volatility in Natural Gas prices -- The effect of hurricanes and the Energy Commodity bubble -- The impact of the 2005 hurricanes Rita and Katrina in wholesale and retail natural gas market prices is examined, as well as their effect in short and long term demand in the Atlanta Gas Light service territory. A chronology of events is presented, including the production and pipeline system outages, the spike in wholesale prices, storage inventories, deregulated retail prices in Georgia, reliability concerns, and finally the 2008 energy commodity market peak and its abrupt fall.

Freddy Cardozo -- Mr. Cardozo has over thirteen years of experience in the energy industry from both the regulated and deregulated competitive markets, the last four years at Gas South and Southern Company Gas. Mr. Cardozo is responsible for natural gas procurement, asset and portfolio risk management, providing cost structures for pricing and supply planning and forecasting. In this role, Mr. Cardozo testified before the Georgia Public Service Commission in the 2007-2010 Capacity Supply Plan. His background includes financial analysis, quantitative modeling and power system planning. Mr. Cardozo holds a bachelor's degree in Electrical and Mechanical Engineering from the National University of Asuncion, Paraguay and earned a Master of Science degree in Electrical Engineering from Arizona State University as a Fulbright Scholar.
